Our story
Devtplan Consult Limited was founded in Accra in approximately 2009 by a team of Ghanaian researchers and development practitioners who saw a gap in the market for locally anchored, donor-grade evidence work. The founders brought experience from Ghana's national statistical system, the civil service, and international consulting — and built a firm that understands both the political economy of development programming and the methodological standards that international funders require.
In the years since, we have delivered assignments for USAID, the African Development Bank, KOICA, the Millennium Challenge Corporation (via MiDA), RTI International, IFAD, Plan International, CARE, and MSI — as well as for central government ministries and multiple Metropolitan, Municipal, and District Assemblies across Ghana.
Our growth has been driven by repeat commissions and referrals. We have never lost a client to a quality failure. That track record is the product of a deliberate commitment to methodological rigour, field-operations discipline, and honest reporting — even when findings are inconvenient for the commissioning agency.

Mission
To deliver research and project-management services that meet the highest standards of international development funders, while building evidence systems that are useful to the Ghanaian institutions and communities they are meant to serve.
Independence
We report what the data shows. Where findings diverge from the client's expectations, we present the evidence clearly and work with clients to understand what it means — not to paper over it.
Local expertise
Ghana is not one place. Our permanent presence in Accra and Tamale, and our regional field rosters, give us the local knowledge and logistical reach to work credibly across all 16 regions — not just the southern corridor.
Rigour
Every study design, sampling frame, and analysis protocol is reviewed before fieldwork begins. We do not cut corners to meet a deadline.
Capacity building
We transfer skills to client and government counterpart staff in every engagement — so institutions are stronger after we leave.
Accountability
We meet deadlines, answer questions, and take responsibility for the quality of our work product. Our clients' procurement officers know they will not need to chase us.
