The assignment

The Abuakwa South Municipal Assembly engaged Devtplan Consult to produce a Local Economic Development (LED) Plan aligned with the national Coordinated Programme of Economic and Social Development Policies. The municipality has a mixed economy anchored by cocoa production, timber, quarrying, and a growing commercial centre at Kukurantumi. The Assembly wanted a plan that would make the case to development partners and investors, not simply satisfy NDPC reporting requirements.

Our approach

The diagnostic phase combined a structured enterprise survey of businesses across the municipality, a household survey capturing livelihoods, employment, and income sources, and a series of value-chain studies for cocoa, timber, and quarry products. Devtplan facilitated focus groups with traders, farmers, and youth groups to surface qualitative insights about economic constraints. A market-systems mapping exercise identified the leverage points where public investment would generate the greatest multiplier effects. The resulting analytical product — a full economic profile of Abuakwa South — was the basis for a two-day LED planning workshop with Assembly leadership, sector heads, private-sector representatives, and community leaders.

The outcome

The LED plan articulated a phased investment strategy targeting four priority action areas: agricultural value-chain development (cocoa and oil palm), rural market infrastructure, youth employment and skills training, and the enabling environment for small enterprise. Each priority included an investment package, lead institution, implementation timeline, and monitoring indicators. The plan positioned Abuakwa South as an attractive destination for agricultural and agri-processing investment in the Eastern Region.
