The assignment
Akuapem North Municipal Assembly commissioned Devtplan Consult to develop a comprehensive Strategic and Investment Plan to guide the municipality's development over a medium-term planning horizon. The Assembly required an evidence base — built from primary socio-economic data and stakeholder consultation — that would allow it to make investment decisions in alignment with the National Development Planning Commission (NDPC) guidelines and the district's actual development constraints and opportunities.
Our approach
Devtplan began with a socio-economic baseline survey of households across the municipality's communities, capturing data on income, livelihoods, access to services, agricultural activity, and economic participation by gender and age. This primary data was layered with secondary analysis of Ghana Statistical Service census data and sector-specific administrative records. The team facilitated a multi-day participatory planning workshop drawing on community leaders, Assembly members, sector heads, and civil-society representatives to identify development priorities and build ownership of the resulting plan. A detailed investment prioritisation exercise matched identified needs to realistic financing and implementation pathways.
The outcome
The resulting five-year Strategic and Investment Plan identified the municipality's priority economic sectors — smallholder agriculture, agri-processing, and eco-tourism — mapped investment gaps in rural road infrastructure and market facilities, and produced an implementation matrix with responsible units, timelines, and indicative budgets. The plan met NDPC requirements for District Medium-Term Development Plans and provided the Assembly with a credible document for engaging development partners and the District Assembly Common Fund.
