The assignment

As part of the same MiDA / MCC Ghana Power Compact, Devtplan Consult led resettlement and community-engagement activities for LV network bifurcation and improvement works in the Kwabenya and Legon areas of Greater Accra. Unlike the market-centred Makola/Kaneshie assignment, this corridor involved a mix of residential households, small businesses, and informal settlements in peri-urban zones where tenure arrangements were more complex and the population more diverse.

Our approach

A full census of all structures and residents within the project right-of-way was conducted to establish the affected population and its socio-economic profile. Vulnerability screening identified households at heightened risk — female-headed households, elderly residents, persons with disabilities, and very low-income renters. Community sensitisation sessions were held in affected neighbourhoods to communicate the project scope, timeline, and affected persons' entitlements. Devtplan worked alongside MiDA's resettlement team to design and implement compensation and relocation support measures that were responsive to the specific tenure arrangements in each community.

The outcome

The LV bifurcation works proceeded within the MCC programme timeline. All affected households and businesses were enumerated and compensated according to their entitlement category. The vulnerability-screening process identified a group of highly vulnerable households who received enhanced resettlement assistance, including transitional support during the physical relocation period. The engagement process built sufficient community understanding and trust to enable construction access without significant disruption.
