The assignment
The third MiDA / MCC resettlement assignment engaged Devtplan Consult at the two primary substation sites — Kanda (within a mixed diplomatic-residential area in Accra) and UG Medical Centre at Legon. Both sites required particularly sensitive community-engagement approaches: Kanda due to its proximity to diplomatic residences and a politically engaged local population; UG Medical Centre due to the importance of managing the construction interface with a functioning hospital and medical campus.
Our approach
Devtplan developed site-specific engagement plans for each substation location, recognising that the community profile and risk landscape differed between the two sites. At Kanda, the team conducted detailed stakeholder mapping to identify all influential actors — residents, community leaders, local authorities, and embassy representatives — and established a structured engagement protocol that provided timely, accurate project information and maintained a well-documented grievance log. At UG Medical Centre, engagement focused on the hospital management, campus authorities, and students and staff potentially affected by construction disruption, with a particular emphasis on ensuring the hospital's operational continuity during works.
The outcome
Both substation sites were successfully handed over to the construction contractor with the community-engagement preconditions met. No sustained community resistance was encountered at either site. The grievance log at Kanda recorded and resolved all complaints within the project's required response timelines. The UG Medical Centre engagement process was cited by MiDA's supervision team as a model for managing construction interfaces with sensitive institutions.
